The Structural Problem: Two Systems, One Population
Most European markets have one story. Sweden has three running simultaneously, and they contradict each other in a way that reading the law carefully will not resolve.
The first is the state monopoly. Svenska Spel, wholly owned by the state, holds the exclusive right to bet on sports events organised in Sweden, plus the national lottery and the games portfolio. The second is an open licensing regime created by the Gambling Act, SFS 2018:1138, in force from January 2019, under which Spelinspektionen licenses commercial operators for everything the monopoly does not cover. The third is the volume, and this is the part that unsettles anyone who reads the official figures: most Swedish gambling happens with operators licensed in other jurisdictions.
That is not a loophole but a market outcome. Spelinspektionen's own estimates put licensed operators at roughly 84 per cent of online gambling in 2025, down from 85 per cent in 2024 and 86 per cent in 2023. Where You Sit, and What It Means
Three positions, and the third is the largest. Which one you are in determines almost every practical consequence.

Why the Line Was Drawn Where It Was
The 2022 amendment did not reinstate the old monopoly. It took back a narrow strip, and the stated reasoning was integrity rather than revenue.
The argument runs that allowing two commercial operators to set prices on the same Swedish sporting event creates an incentive to price-match an opponent you are also bidding against for that customer's deposit. Removing the competitive market from domestic fixtures removes the incentive. There is some evidence it worked: the range of prices available on Allsvenskan narrowed when the monopoly took hold, and the state book has held that narrow range.
The counter-argument is that the same logic applies to every match on a coupon, and that the fix addressed a narrow case while the larger competitive part of the market deteriorated. You do not have to take a position on that to observe the result: on a Swedish domestic fixture there is now exactly one price, and a player who wants a second opinion has none to get.
Why Players Left the Licensed Market
The regulator's own research identifies the reasons, and they are not primarily about bonuses.
Price. Swedish gambling duty is charged on gaming margin, stakes minus winnings, assessed monthly, and the rate has been 22 per cent since July 2024. A high load on margin is passed to the customer as worse prices, most visibly on longshots, and a player with a Swedish-facing but overseas licence pays nothing. Self-exclusion. Spelpaus works exactly as designed: one registration closes an account across every licensed operator. That is correct for a player who has decided to stop; for one who has decided to continue it is a reason to find a site that does not check.
Product range. With domestic football removed from the competitive market, a player wanting a full Swedish football coupon has two choices: the state book, or a site outside the system.

Seven Conclusions That Follow From the Structure
Not from any single rule, and not from opinion. These hold whatever happens to the next amendment.
- Check which system covers the product, because the monopoly and the licensed market do not overlap and both are legitimate.
- Spelinspektionen's register is public and free, and checking the legal entity in the terms against it takes about a minute.
- A licence held in another country is not the same as no licence, and the difference is the only one that matters for your protection.
- Spelpaus reaches licensed operators only, so an exclusion is incomplete unless you exclude at each unlicensed account separately.
- Expect to pay a deposit fee on cards, because a margin duty creates negative-margin customers and operators pass the cost on.
- Use a wallet rather than a card, both for the fee and because the credit ban from May 2026 removes cards as a funded route in many cases.
- Treat one-price markets as entertainment, because a market where only one operator quotes a line cannot be assessed for value.
The Credit Ban Changes the Practical Shape of the Market
From May 2026, licensed operators must reject deposits funded by credit cards, overdrafts, personal loans and buy-now-pay-later arrangements.
This is a genuine consumer protection and the strongest single measure Sweden has taken against the commonest route into serious harm. It is also a poor trade for anyone using a credit card to lose money, and it reshapes every licensed site overnight: the pre-funded wallet moves from cheapest option to compliant one. Where the Swedish Setup Deserves Criticism
Four criticisms hold up, and none of them require an ideological position on gambling.
The duty is high and sits on a base that punishes the licensed operator. Twenty-two per cent of margin in a market where unlicensed competitors pay nothing is a policy that makes the regulated product less competitive in exactly the dimension players care about.
The regulator and the largest competitor share an owner. Spelinspektionen licenses the market, supervises it, publishes the harm data and advises a government that owns a substantial operator. Those duties are compatible but not identical, and the trade association for online gaming has called for Svenska Spel to be sold for precisely this reason. Nothing has happened, which makes the conflict permanent.
Self-exclusion reduces visible volume rather than volume. A technically complete register that is trivial to route around moves play outside the data regulators need.
The line has been redrawn twice in seven years without asking bettors. Both the 2019 opening and the 2022 reversal were driven by arguments about integrity and state control.
What It Is Like to Actually Bet in Sweden
Four practical consequences, none of which is about the law on paper.
On Allsvenskan there is one licensed price, so shop for a price rather than for value. On everything else, treat the licensed sites as one option among several and line shop, because the duty is pushing prices up and that shows in the longshot end of the coupon. On funding, plan around cards being fee-bearing and possibly prohibited. On self-exclusion, register before you need it, and register at the unlicensed accounts too if the point is that you are stopping.

Sweden has done the hard regulatory work properly in places and has lost the argument about its own market.
The licensing infrastructure is sound, Spelpaus is better than most of Europe, the credit ban is a real protection, the duty is collected and the self-exclusion register works exactly as designed for the player it is designed for. What has not been solved is the tension at the centre: a state monopoly on domestic sports betting, a heavy duty on margin for everyone else, and a third of the market outside both systems and outside all supervision.
The honest summary is that the Swedish player has a well-regulated option, a worse-priced option and an unprotected option, and has voted for all three in roughly those proportions. Check the register, price-shop where a price exists, fund through a wallet, and set limits on the accounts the state cannot see.
